Cagayan de Oro City Mayor Rolando ‘Klarex’ Uy is dedicated to improving the services offered by City Hall to the people of Cagayan de Oro.
Mayor Uy further clarified that service improvement is an important part of his RISE (Regional Leadership, Institutional Development, Safety and Security and Economic Recovery) agenda, offering valuable insights into the ‘Seal of Good Local Governance’ program. .

Uy expressed his commitment to improving the efficiency and effectiveness of the administration by learning from experts and engaging with stakeholders.
During the evaluation for the ‘Seal of Good Local Governance’ conducted by the Department of Interior and Local Governments (DILG), the Mayor emphasized the importance of each department acting according to its mandate.
The aim of the administration is to promote economic growth, transparency, and expansion of opportunities to promote the general welfare of the people, according to Uy.
The evaluation assessed the performance of City Hall based on ten criteria, including financial administration, disaster preparedness, social protection, health compliance, education, business friendly, tourism, heritage development, safety, peace, environmental management, and youth development. .
On the other hand, city hall administrator lawyer Roy Hilario Raagas, explained that the purpose of the ‘Seal of Good Local Governance’ program is not just to compete for awards, but mainly to improve the services provided to the constituents.
Highlighting the ‘Seal of Good Local Governance’ programme, Raagas emphasized the importance of improving services to benefit the community.
By giving priority to good management, he said the city’s goal is to increase public welfare through active participation in the program.
Offering valuable insights, he highlighted the city’s commitment to improving the quality and accessibility of public services through the ‘Seal of Good Local Governance’ program.
While recognizing the achievements and progress of the city, the main goal remains to effectively serve the constituents, he said.
By improving transparency, accountability, and efficiency in local government procedures, the city strives to provide good services that positively affect the lives of its residents.
Raagas explained that more than a competition for awards, the ‘Seal of Good Local Governance’ program serves as a driving force in ensuring that the community receives the highest standards of public service.
“The goal is to improve the management system from the grassroots to the national government,” said Raagas.
Like Mayor Uy, Raagas also emphasized the need to maintain and improve the quality of public services in Cagayan de Oro.
While admitting any shortcoming or failure, he expressed the administration’s determination to correct it in accordance with the law.
The mayor also asked for guidance and input from local government experts and stakeholders to maintain and improve service delivery.
