I HEARD a commentator on the radio who said that he was surprised why the local environment office head seemed to be the spokesperson for the city’s garbage collector. He asked why the local official likes to defend the garbage collector every time there are lapses in the latter’s performance.
It’s really confusing! And the equation is as simple as the most basic of all.
Isn’t the city government the principal of the garbage collection contract? As the principal, the city government should demand the proper performance of the garbage collector. The city government should not have defended the latter. However, as the principal, it should be incumbent upon it to demand performance that does not violate the terms of the contract.
But why is the Clenro head protecting the garbage collector? Is there something fishy about their relationship? Where is the check and balance if the city’s environment office serves as the spokesperson for another contracting party?
Can’t the garbage collector defend or explain to the public?
Is the radio commentator right to ask if the money has changed hands somewhere?
This is one that Mayor Rolando Uy will look into to preserve the integrity of his administration.
